Over the past seven years, Guillaume have led France’s national transition from legacy TETRAPOL networks to a sovereign 4G/5G mobile infrastructure designed for public safety and emergency services.

As the founder and Director General of ACMOSS (the agency responsible for operational mobile communications for security and emergency services), Guillaume oversaw the design, deployment, and governance of the “Réseau Radio du Futur” (RRF)—Europe’s first sovereign 4G/5G network dedicated to emergency and response services. The RRF currently covers 98% of French territory and is managing the migration of 400,000 personnel—including crisis management teams, police officers, gendarmes, firefighters, emergency medical staff, Ministry of Justice personnel, customs officers, armed forces (for domestic operations) —from the legacy TETRAPOL network to a new full-MVNO 4G/5G architecture based on contracts with the four national mobile operators.

The RRF launched its services nationwide in France in November 2025 and already has over 10,000 users, out of the 400,000 expected by 2028. Guillaume analysis of 5G opportunities for the defence sector is grounded in this hands-on experience at the intersection of mission-critical communications, public safety, and sovereign digital infrastructure.

Having left his role as Director General of ACMOSS in April 2026, Guillaume now operates as an independent consultant, advising governments and organisations on sovereign critical communications architecture. His work focuses on applying the MVNO model pioneered by the RRF to new geographies and new verticals — including the defence sector, where Allied armed forces are increasingly looking to public safety networks as the reference architecture for next-generation military communications.
